Many thanks for the reference! It appears to be a US Navy problem again. Using the IP address also fails. I've contacted the webmaster there and have renamed the php file so it no longer attempts to load, causing the site to hang. Loads instantly again.

After re-reading my post I want to clarify the solution. The problem arose with the Googlemaps API key within wxradio.php. It was apparently solved by putting it into settings.php as shown in the post.

I have been putting it after key= in single quotes within wxradio.php. That's where it has been from the start, and when it (used to) display the maps properly. Although I'm very pleased with the display of my website based on the Saratoga templates (boulderwx.com) I've made some mods to the site and often find the width of the flyout menu a bit too narrow to include an understandable menu name or link description. For Example "World Lightning Map"...

Thanks very much for the explanation. I have a much better understanding now of how the code influences behaviour. It took some experimentation with the image dimensions to get it to fit.

I use the Task Scheduler to create time lapse videos from stills thruout the day using FFMPG, and was considering that approach.
