As well as what Paul says above if you look here http://sandaysoft.com/downloads at the bottom of the downloads is a program that Steve wrote to set the logger interval in a Fine Offset.

Vancouver by late June to meet my son and daughter and families and then down the mid-west via Salt Lake City, Las Vegas (got to see the Grand Canyon and Monument Valley while we are here), then Oklahoma City and on to New Orleans by mid October. Where I sit it is just about 4 seconds for the http and slightly over 5 seconds for the https. Does your hosting service allow compression of the content as this can also help. Http is definitely faster than https. I am currently sat on a AT&T mobile hotspot in Aubrey Texas just outside of Dallas and the screens loaded fine with in 5-10 seconds and as the images were cached later loads were faster. The last bit to load seems to be the grey forecast bits under the Sager...

The first shows Cumulus MX being run through the script and it appears to eventually work, although I am not sure you are using a supported version of Mono. Process Explorer from Sysinternals is very good and allows you to watch each individual process so you can see disk read/writes etc.

It is not the build version, it looks to me like you have not installed Mono or not installed it correctly.

Cumulus 1 does not have a MXDIAGS folder only Cumulus MX.

I personally use Webuilder https://www.webuilderapp.com/ . It is not free ($42.95 or £35) but it is well worth the money, frequent updates and additions, very good support and supports multiple languages not just HTML, plus a quite good CSS editor.
