In your signature I do not see a link to your cumulus webdata, so maybe you are not aware of the possibility to publish live data to the web. Is remote control really necessary? This winter I did not remove the aspirated part, and the solar fan still works. However, the fan is only running when the sun is shining. By design because there is no buffering of energy. At lower temperatures, the resistance of the (copper) cables should be less, so that may not be the fundamental issue.. Resistance will be less, but the voltage may drop. A long and too thin DC cable will also cause a voltage drop. (Although 9 feet is quite short) Just my guess, based on my common ...

The cable between fan and panel is very short, and thin. You have to cut it, and extend it by soldering some extra cable to it.
(After cutting the wire, the fan can be shifted off from the clip).
