A Leaf Wetness Sensor maybe?
It sited right it might emulate a reading similar to the wetness of the blades of grass.
Soil Moisture could indicate when it's wet & boggy.

FreeFileSync has been one of my favorite's for years.
Can be configured in a manner of ways; Two Way, Mirror, Update etc.
Can be run from a Batch File & scheduled in Task Scheduler & also has a real time option that can monitor two folders, a bit like a cheap replication.

Muggen's File Sync utility didn't copy over the changed earlier version of Renci.SshNet.dll on the Win install & then he compared files on the Pi install......

It comprises of 3 Swann cameras and an IQ? camera, a Vivotek VS3100 video server and a Norbain VQLC box. I've rigged it all up in the garage and all cameras show up on a TV which was a good start I'm using iSpy/Agent here on mine. But sounds like your camerars are primarily connected to an NVR........

Sounds like something weird going on within your OS. Every editor I've opened on my Pi's has been fine with all files.
