Although I cannot speak/write for Steve, by default, the phpBB forum software does not allow the upload of the the 'wmv' Windows Media media files - many file types are not allowed such as RealMedia, Quicktime, Flash, and even images unless proper permission is granted by the forum administrator.

Just curious, why would you want to upload a Windows Media media file and how/to whom/where would you make the file available?

How about you post it somewhere, such as on your web page, and post a link in here to it instead. That way those that are interested can have a look, and the people with slow connections can decide whether they want to do the (large?) download or not.
