So maybe the long tail vane raised above the anemometer is the answer?

Very impressive, you seem to have perfected it in one step. I had previously played with adding short extensions with no improvement, but I'm now tempted to follow your lead. Cheers!

This was my vane extension - it didn't help. Worse if anything. It was polystyrene about 2mm thick.
