FULL HD webcam with a fish eye lens that you can buy for a camera phone perhaps? The lens may not work on it properly, so perhaps get a second hand mobile phone that accepts the fish-eye lens and connect it via WiFi (you can get apps for your phone to do this). You will just need to make the phone weather proof and permanently connected to the charger.

I have a Raspberry Pi and camera module as my webcamera (http://port-huon.com.au/weather/webcam/weather.jpeg) and it's working very well.

I've just gotten another RPi and camera module and I'm going to try what MickinMoulden suggests and use a cheap fish eye lens meant for a mobile phone.(bought here: http://cgi.ebay.com.au/ws/eBayISAPI.dll ... OU:AU:3160)
I figured for under $7 it's worth a try.

I still have to work out a suitable, waterproof housing that will let me point the camera straight up. It will requie a clear cover as the design of the lens will allow water to gather in it. Open to suggestions here.

If you want to capture any sort of detail in the night sky then you are going to have to use longer exposures or use some sort of frame integration or both. You will not capture much at 30 frames a second, you will probably need to extend the exposure time to seconds for each frame depending on the sensitivity of the camera sensor.

Its not sky cam. i Show it just for the cover. I use it for image every 10 seconds and sometimes for Live streaming. Here is my Web page http://www.meteoacharnes.gr/. This cam is the third one. Quite nice view late on the night.
