webtags and commas

this is actually not a 1.9.3beta issue but also happens in 1.9.2 -

<#wspddata> returns first value with comma, while the rest of data dump is with fullstop, producing series like:
3,7,4.1,4.4,4.4,4.4,4.4,4.4,4.1,4.1,4.1,4.1,4.4 ...

and a small feature-request (so I can produce nice realtime JSON output) -
<#RCwlatest> - to produce fullstop value for latest windspeed reading, like <#RCwspeed> and <#RCwgust>
