I'm running Cumulus 1.9.3 b1043 (just downloaded b1044 and I'll apply that shortly).

I started to run into a formatting issue with the NOAA reports since we've gotten more than 999.9 mm of rain this month. There's not enough room in the rain columns so the numbers are run together with the adjacent field.

You can see it on both the Monthly and Annual reports.

Is there any way to adjust the formatting for the reports to add an extra space for the rain columns so it will fit?

What a lot of rain! The problem is that the NOAA-style reports apparently have a fixed format, which I've tried to keep to as people may be interpreting them using software. Unfortunately I've been unable to find a definition of the format of these files, so I copied the format that the Davis software produces (I think it was Davis who invented these reports). I don't know what the Davis software would do in this situation, if someone could tell me I'd be happy to change the code in Cumulus if required.

I suspect that being a US invention, they didn't cater for the total going over 99.99 (inches).
