I am setting up a new website using the Saratoga template. In the wxnoaaclimatereports.php there are 3 strange characters that appear before the "monthly climatological summary". (  ). You can see the page here:

Try turning off the UTF-8 setting in the NOAA report settings in Cumulus, see if that fixes it.

That did the trick. I needed to update the monthly display. Save and upload the file to the server to see the changes. I'll change the other months and year files next..
