Just noticed these which seem to be new?
Anyhow, it appears the time is a 12hr time as they show 11:03 where LastRainTipISO shows 23:03.
All other times similarly formatted are 24 hr times.
Am I missing something?

It helps a lot if you are specific, and name things accurately, so I don't have to start guessing what you're talking about. Do you mean the <#time> and <#LastRainTipISO> web tags? They're not new.
The default format for <#time> is
"HH:mm on dd MMMM yyyy"
and the default format for <#LastRainTipISO> is
"yyyy-MM-dd HH:mm"
So they should both be showing 24-hour times.

Of those, only <#LastRainTipISO> actually exists as a web tag in either Cumulus 1 or Cumulus MX.

Dug deeper.
With all the switching between Saratoga and Cumulus Websites, tags, HTML and PHP a few evolutionary changes got lost.
Found that the two problem tags are calculated and needed the hh to HH change!
Sorry to trouble you - will try to look deeper on the next thing I find (if any!).
