Removed timeout setting from Vantage Pro USB path (caused crash in Davis DLL)
Fixed problem with downloading history data with WS23xx (bug introduced in build 688)

Replace the code to recover VP TCP/IP errors, which went missing somehow.

Add ini-file option to close program after retrying VP TCP/IP connection for a while
